Biographical Abstracts

Dr. Houglum served as Dean and Director of the Oregon State University Extension Service for almost 10 years, providing leadership for about 600 faculty and staff. As Dean and Director, she helped design and implemented an organizational model at OSU that allows Extension to work University wide, and integrates Extension programs and faculty into academic colleges and departments. She also helped develop a new definition of scholarship at OSU that rewards faculty for creativity and innovation in all parts of their jobs.

Houglum has served on numerous national, regional, and state boards and committees including the National Leadership Council for Agriculture Information and Outreach, National Council on Extension, Continuing Education, and Public Service Engagement Task Force, National Extension Committee on Organization and Policy (ECOP, which she chaired in 2002), ECOP Strategic Planning Council, The Extension System: A Vision for the 21st Century Committee, National Board on Agriculture Executive Committee, Family Community Leadership Program, Rural Development Initiatives, Oregon 4-H Foundation, Chandler Center for Leadership Development, Oregon Garden Natural Resource Education, OSU Promotion and Tenure Committee, among others.
